The study proposes a two-stage stochastic optimization model that establishes pre-disaster alliance networks among hemodialysis clinics to ensure continuity of care for patients with end-stage kidney disease following disasters. The proposed approach enables the efficient reassignment of patients to operational clinics under uncertain post-disaster conditions, thereby enhancing the resilience of healthcare systems. A case study based on the hemodialysis network in Istanbul, Türkiye, demonstrates the effectiveness of the proposed methodology and provides insights for improving disaster preparedness in healthcare.
